Türkiye Emission Trading System Regulation Published in Official Gazette

The Türkiye Emission Trading System Regulation, prepared to reduce greenhouse gas emissions within the framework of the Climate Law and the 2053 Net Zero Emission Target, has entered into force.

Publication of the Regulation in the Official Gazette

The Türkiye Emission Trading System Regulation, prepared by the Climate Change Directorate, has entered into force after being published in the Official Gazette, establishing a fundamental framework in the fight against climate change.

It has been stipulated that the Emission Trading System will be used as one of the planning and implementation tools aimed at reducing greenhouse gas emissions.

Green Development and Paris Agreement Targets

The Türkiye Emission Trading System will play a significant role in realizing climate-friendly transformation and green development targets at national and international levels.

It aims to contribute to achieving the emission reduction targets included in the Nationally Determined Contribution submitted pursuant to the Paris Agreement.

Consolidation of Legislation Under a Single Roof

The provisions of the previous Regulation on the Monitoring of Greenhouse Gas Emissions were consolidated under a single legislative framework with the new regulation.

Rules regarding monitoring, reporting, verification, and market operation were integrated in compatibility with the European Union Emission Trading System.

Scope and Details of the System

The emission cap, greenhouse gas emission permit, allocation of allowances, market flexibility mechanisms, and market stability reserve are regulated in detail in the regulation.

Consisting of a total of 42 articles, 6 provisional articles, and 7 annexes, the legislation aims to accelerate the transition to low-carbon production technologies.

Statements by Minister Murat Kurum

Minister of Environment, Urbanization, and Climate Change Murat Kurum stated that the legal framework of the carbon market has been determined and the green transformation process will accelerate.

Minister Kurum expressed in a social media post that competitive power in international trade will be protected and green employment will gain momentum.
