Genel Sağlık-İş objects to the Ministry's new regulation
Reacting to the Ministry of Health's individual target coefficient regulation, Genel Sağlık-İş stated that healthcare services cannot be reduced to performance points.
Genel Sağlık-İş opposed the Procedures and Principles Regarding the Implementation of the Individual Target Coefficient published by the Ministry of Health. The union emphasized that healthcare services cannot be reduced to performance points and that this system will undermine labor peace.
Written statement regarding the regulation
A written statement was issued by the General Health and Social Services Branch Public Employees Union regarding the regulation published by the Ministry of Health on August 1, 2026.
The statement noted that there is no change in the additional payments of non-physician personnel, and that integrated state hospitals and occupational diseases hospitals are excluded from the scope.
Differences between physicians and coefficients
It was stated that the individual target coefficient is defined in the Ministry of Health Additional Payment Regulation as a rate varying between 1 and 1.4.
It was emphasized that in line with the Procedures and Principles, coefficients remaining below 1 will be accepted as 1, and those exceeding 1.4 will be accepted as 1.4, which will lead to differences among physicians under the same workload.
Labor peace and quality risks
It was argued that this approach will undermine labor peace, set back professional solidarity, and drive healthcare workers into competition.
In addition, it was pointed out that the approach based on the individual target coefficient carries risks in terms of quality, such as the shortening of the time allocated to the patient and the sidelining of detailed examinations.
The union's demands and expectations
Genel Sağlık-İş stated that healthcare professionals should receive a single-item salary above the poverty line.
It demanded that physicians be able to continue their professional activities with their conscientious convictions without the anxiety of accumulating points, and that practices aimed at pitting employees against each other be abandoned.
