Hanoi Takes New Institutional Steps in Science and Technology

Hanoi continues to take comprehensive new steps to strengthen institutional frameworks in science, technology, innovation, and digital transformation, and to develop the digital economy.

Institutional Framework and Decrees

According to the report of the Hanoi City Party Committee Steering Committee, institutional mechanisms in science and technology are being developed within the framework of the Capital Law.

Since the conference in May 2026, the City People's Council has issued 9 additional decrees promoting technology transfer.

Ecosystem Indicators and Exchanges

The Hanoi People's Committee has issued a new set of indicators consisting of 12 core elements and 74 component indicators to monitor the innovation ecosystem.

Registered accounts and technology needs of enterprises are featured within the Hanoi Technology Exchange and Digital Transformation Market.

Digital Workspace and KPI Model

The HanoiWork digital workspace continues to expand its scope from document management to task, target, and product management.

In August, thousands of officials were evaluated according to the KPI and OKR model, and artificial intelligence assistants in the system were actively utilized.

Data Warehouse and Integration Schedule

Truong Viet Dung, Vice Chairman of the City People's Committee, emphasized that department leaders must clearly define their responsibilities.

The integration of data in priority areas will be completed before August 30, 2026, and the system will become operational before October 30, 2026.

Databases and Digital Economy

Nguyen Van Phong stated that out of 14 database targets, 10 priority resources have been completed, and the remaining structures will be finished by the end of the year.

It was stated that Hanoi's digital economy has one of the highest rates in the country at 16.7 percent.
