Risk Acceptance Mechanism and New Draft for Science and Innovation Projects

The Ministry of Education and Training has published a new draft circular regulating the management processes of the science, technology, and innovation projects it funds. The draft includes a risk acceptance mechanism, reduction of administrative procedures, and digitalization steps.

Scope of the Draft Circular

The new circular was prepared in line with the Politburo Resolution and the Law on Science, Technology, and Innovation to replace the previous regulation. The scope of the draft has been expanded from ministry-level science and technology projects to innovation tasks.

These regulations cover not only units affiliated with the Ministry of Education and Training, but also private higher education institutions, relevant organizations, and individuals. The aim is to manage the entire research and implementation process with a holistic approach.

Commercialization of Research Results

The draft aims to promote technological innovation, develop intellectual property rights, and support innovative ventures. Transferring research results into practical life and commercializing them are among the primary goals.

Task Types and Outputs

The required output for basic research is to produce scientific publications in reputable international journals and support the training of doctoral students. Applied research focuses on commercializable technologies and processes.

Strong Ties with the Business World

In tasks related to innovation, evaluation committees may include representatives from businesses and investors. This regulation aims to strengthen the ties between universities and the business world.

Reduction of Administrative Procedures

The draft makes a clear distinction between content where the lead organization can make proactive decisions and content requiring approval. Thus, unnecessary bureaucratic procedures encountered in the execution of tasks are reduced.
