CIA is Drafting AI-Powered Reports for Local Police Units
It has been revealed that the CIA is preparing open-source intelligence reports using AI tools like GPT-4.1 for distribution to local police departments.
According to obtained documents, the Central Intelligence Agency (CIA) is utilizing artificial intelligence technology to produce open-source intelligence analyses to be shared with local police units.
AI-Powered Intelligence Reports
The Central Intelligence Agency (CIA) has started using artificial intelligence technology to draft open-source intelligence analyses. These analyses are distributed to local police departments through fusion centers within the Department of Homeland Security.
CIA officials have recently touched upon this new artificial intelligence tool in various statements. While Randy Nixon, Director of the Open Source Enterprise, mentioned building a new chatbot in a 2023 interview, Deputy CIA Director Michael Ellis stated at a 2026 conference that the first report entirely produced by artificial intelligence had been released.
Area of Use During the World Cup Process
It is observed that the use of artificial intelligence has increased rapidly in a short time. The Open Source Enterprise generated daily reports on the security situation in Canada and Mexico during this year's football World Cup.
The relevant documents were obtained during a separate public records request regarding police bulletins about the World Cup under the Washington Public Records Act. Although the reports do not contain classified or shocking elements, they offer a rare glimpse into how intelligence agencies integrate with local policing.
Methodology of Using the GPT-4.1 Model
According to the methodology note in the reports, the Open Source Enterprise broadly used keyword searches and relevance algorithms to select articles from mainstream media sources.
Generative artificial intelligence models were resorted to in order to narrow down the selected content, translate headlines, and summarize. At every stage, CIA officers reviewed and approved the processes to ensure that the outputs accurately reflected the source material.
Fusion Centers and the Security Network
The GPT-4.1 model, which is also open to commercial use, was specifically mentioned by name in the reports. In other words, CIA analysts input international news into the system and convey the resulting outcomes.
The prepared documents were transmitted to the Washington State Fusion Center, which provides intelligence sharing among federal, state, and local law enforcement agencies. This network of centers, established after the September 11, 2001 attacks, has been criticized for allegations of resource waste and spreading misinformation.
Expanding Artificial Intelligence in National Security
The United States government continues to integrate artificial intelligence into national security mechanisms. Immigration and Customs Enforcement units use such tools for facial recognition and real-time tracking.
The Federal Bureau of Investigation had also requested proposals from contractors to build artificial intelligence software in order to maintain watchlist records. In the military field, targeting systems like Project Maven perform target detection faster than humans.
