New five-step roadmap prepared for the Terror-Free Turkey process becomes clear
With the legislative proposal submitted to Parliament, the stages of the Terror-Free Turkey process and the planned calendar for the spring of 2027 have been announced.
The five-step roadmap prepared for the Terror-Free Turkey process has gained clarity. Following the framework law, the mechanisms to manage the two-month confirmation and identification period and the calendar for liquidation processes have been determined.
Framework Law and Parliamentary Process
The draft Law on Strengthening National Solidarity and Social Integration was submitted to Parliament with the signatures of members from the AK Party, MHP, DEM Party, and CHP.
The proposal is planned to pass the General Assembly by the middle of next week at the latest, be published in the Official Gazette, and put the new mechanisms into effect.
Confirmation and Identification of Laying Down Arms
A special board consisting of relevant ministries, the National Intelligence Organization (MIT), and the NSC General Secretariat, chaired by Vice President Cevdet Yılmaz, will begin its work.
While this board monitors the progress of the process within the organization, a 17-member Monitoring Commission based on the representation rates of the parties in the Turkish Grand National Assembly (TBMM) will also serve.
National Security Council Decision
The board will confirm and identify that the PKK/KCK terrorist organization has ended its actual presence and handed over its weapons and ammunition.
These determinations will be discussed in the National Security Council, officially decided upon, and announced.
Application Process and New Phase
With the announcement of the NSC decision, a six-month application process will be implemented for those who laid down arms, those in prison, and those in Europe.
If the process proceeds as planned, it is aimed to completely remove the separatist terrorist threat from the country's agenda in the spring of 2027.
