Developing the Science, Technology, and Innovation Information Ecosystem in Vietnam

Dr. Tran Van Tung, President of the Vietnam Association for Science and Technology Information, stated that a comprehensive information ecosystem must be established for national development in the digital era, along with the implementation of four key solution groups.

Speaking at the 9th National Congress of the Vietnam Union of Science and Technology Associations for the 2026-2031 term, Dr. Tran Van Tung emphasized that creating a comprehensive information ecosystem in the fields of science, technology, and innovation is essential to enhance the competitiveness of the knowledge economy in the digital era.

Current Status of the Information System

The state-managed science, technology, and innovation information system comprises a total of 289 units, including 14 ministries, 3 ministerial-level agencies, and library organizations across 34 provinces and cities.

This nationwide structure is undergoing a transformation process in line with national digital transformation goals, utilizing technologies such as artificial intelligence, big data, and machine learning.

National Database Records

The existing national science and technology database contains records of over 63,900 tasks implemented at various levels.

Additionally, the system holds records of more than 446,000 domestic science and technology publications and 1,453 research and development institutions.

Current Status of Data and Challenges

According to the results of Project 1285, while Vietnam's science and technology data resources are rich, they still exist in the form of fragmented data centers.

The lack of legal regulations for open data sharing and the absence of a unified mechanism pose significant challenges.

Data Utilization and Communication Barriers

Data on inventions, research projects, and experts are mostly used for archiving purposes rather than being evaluated through artificial intelligence or big data analytics.

Scientific research results have not been effectively transformed into information products serving businesses, local authorities, policymakers, and the general public.

Proposed Solutions and Ecosystem Goals

The national database on science, technology, and innovation is targeted to be developed based on principles of being accurate, complete, clean, usable, unified, and shareable.

Plans are in place to apply new technologies such as artificial intelligence and big data in connecting and analyzing data.

Legal Framework and Dissemination Methods

Methods for disseminating scientific knowledge to society are intended to be renewed through digital platforms, social networks, podcasts, and short videos.

It is necessary to improve the legal framework defining access rights and sharing obligations regarding data funded by the state budget.
