Istanbul to Be Global Showcase Within the Framework of Turkey's Artificial Intelligence Action Plan
Turkey will increase international cooperation with the 2026-2030 Artificial Intelligence Action Plan and make Istanbul the center of investment diplomacy.
The 2026-2030 Turkey Artificial Intelligence Action Plan, prepared under the coordination of the Ministry of Industry and Technology, is being implemented. In line with the plan, shuttle diplomacy will be conducted internationally, and Istanbul will be positioned as a global artificial intelligence showcase and investment center.
International Cooperation and Diplomacy Goals
Turkey is increasing its shuttle diplomacy with international organizations and countries in order to assume an active role in determining global standards in the field of artificial intelligence and to facilitate the export of domestic products and models.
Contributions to Global Platforms and Agreements
Contributions will be made to the artificial intelligence agenda on platforms such as the UN and G20, primarily the OECD AI Principles and the Global Partnership on Artificial Intelligence. In addition, technical support will be provided to the work carried out in platforms such as ISO/IEC, ITU, and UNESCO.
By the end of 2027, it is aimed to sign bilateral framework agreements with at least 5 countries, reach consensus with 3 international institutions, and initiate conformity cooperation in 3 target markets.
Regional Partnerships and Language Model Study
Capacity-building programs will be carried out with regional partners such as the Organization of Turkic States, the Organisation of Islamic Cooperation, and D-8, and a bridging role will be assumed in the dissemination of reliable artificial intelligence solutions.
A joint Turkic Languages Large Language Model covering the Oghuz, Kipchak, and Karluk language families will be developed by initiating a pilot study with at least 2 member countries of the Organization of Turkic States.
Istanbul's Global Artificial Intelligence Role
Istanbul will be positioned as Turkey's international artificial intelligence showcase and investment diplomacy city. Global events, investor meetings, and joint development programs will be carried out centered in Istanbul.
