Up to 100% Financial Support for Strategic Technologies

The Ministry of Science and Technology has announced a new mechanism under which the state will provide up to 100% financial support for strategic technology R&D tasks.

New Financing Mechanism

The Ministry of Science and Technology officially announced the new financing mechanism for strategic technology research and development tasks. Dao Ngoc Chien, Director of the National Science and Technology Development Fund, shared the details regarding the matter at a press conference held on August 28, 2026.

Support Rates and Scope

According to the new mechanism, the state budget will provide up to 100% financial support for ordered core technologies, national technological self-sufficiency, defense, security technologies, and high-risk tasks. For strategic technology products with transfer and commercialization potential, the maximum support level has been set at 70%.

Results-Oriented Management

A transition has been made in management philosophy from inputs and procedures to results-oriented evaluation. In the process designed in the form of work packages, payment is made and funds are allocated for the next stage if the results are satisfactory.

Personnel Incentives

Within the scope of the implementation, ceiling salaries of 300 million VND per month for the chief engineer and 150 million VND per month for the project manager were determined, aiming to incentivize highly qualified personnel.
