Vietnam's national digital transformation evaluated through tangible results
The progress of national digital transformation in Vietnam is being measured through tangible results, driven by a 100-day action plan aimed at overcoming infrastructure and data bottlenecks.
Following the implementation of Resolution No. 57-NQ/TW, a 100-day action plan has been launched in Vietnam to remove bottlenecks in the national digital transformation process and achieve concrete results.
100-Day Action Plan
At the National Conference summarizing the initial period of implementing Resolution No. 57-NQ/TW, General Secretary and President To Lam called for a 100-day action plan aimed at removing barriers to digital transformation.
Plan No. 05-KH/BCĐTW outlines 50 key tasks for this intensive 100-day period, aiming to create operational products that can be utilized by citizens.
Data and Infrastructure Issues
Decision No. 88/QD-BCDCP, enacted by Prime Minister Le Minh Hung, initiated an intensive 100-working-day campaign focused on addressing urgent and overdue tasks.
In practice, fragmented data, a lack of connectivity, and overlapping systems hinder interoperability while driving up costs.
Common Digital Platforms
Decision No. 1132/QD-TTg, signed by Deputy Prime Minister Ho Quoc Dung, established the criteria and list of national common digital platforms across institutions within the political system.
Out of the 79 designated platforms, 17 are shared across sectors, aiming to prevent redundant system investments with similar functions.
Biometric System Applications
Biometric kiosks at Noi Bai Airport allow domestic passengers to complete identity verification in approximately 10 seconds through three steps.
Meanwhile, the biometric ticket inspection system at Hanoi Railway Station has increased ticket inspection speed while ensuring a high verification rate and passenger satisfaction.
Improvements in Public Services
The processing time for procedures such as birth registration, permanent residence registration, and the issuance of health insurance cards has been reduced from 21 days to 4 days.
Meanwhile, the processing time for procedures like death registration and funeral allowance support has been cut from 25 days to 10 days.
Digital Transformation Law
Le Anh Tuan, Deputy Director of the National Digital Transformation Department under the Ministry of Science and Technology, stated that the Digital Transformation Law will take effect on July 1, 2026.
