A report published by the Congressional Research Service revealed that the Pentagon's process of adopting artificial intelligence technologies could radically impact the military workforce. While the Department of Defense describes the technology as a supportive tool, significant uncertainties remain to be resolved for Congress and the administration.

Impacts of Artificial Intelligence on the Workforce

According to the Congressional Research Service report, artificial intelligence has the potential to influence military force size over time. For the fiscal year 2027 budget request, $58.5 billion has been allocated for artificial intelligence investments.

Department of Defense strategy documents state that artificial intelligence is designed to support personnel rather than replace them, and responsibility for decision-making will remain with authorized personnel.

Institutional Structure and New Requirements

Artificial intelligence tools can reduce workloads in headquarters, logistics, and support units, allowing operations to run with fewer personnel. New requirements such as cyber defense, data management, and artificial intelligence governance can offset this reduction.

Even if the total number of personnel does not change, artificial intelligence may increase the demand for skills in data, analytics, software, and digital literacy. Meanwhile, competition with the private sector could affect the balance between military and civilian personnel.

Legal Regulations and Oversight

Congress addressed artificial intelligence workforce issues with the National Defense Authorization Act for Fiscal Year 2022. This law mandated that the Department of Defense review its artificial intelligence applications and find qualified personnel.

The National Defense Authorization Act for Fiscal Year 2026, on the other hand, requested the review of artificial intelligence integration in military duties and the support of logistics planning.
