Work continues on the e-Government rental agreement application offered to citizens by the Ministry of Treasury and Finance. To date, 72,581 agreements have been approved nationwide, and e-rental agreements have been drawn up in all 81 provinces.

First Phase and Operation of the Application

The Ministry of Treasury and Finance launched the first phase of the service for the secure preparation of rental agreements for tenants and landlords via e-Government on November 4, 2024. In this phase, the agreement prepared by the real person property owner via the e-Government Gateway is approved by the tenant and, if any, the guarantor.

Second Phase and Real Estate Consultants

The second phase of the application started on May 9, 2025. Accordingly, real estate consultants and authorized persons were also granted the opportunity to prepare agreements and submit them for the approval of the parties. The functions of this service continue to be constantly developed in line with user requests.

New Functions and Updates

Thanks to the error correction and update functions added to the system, material errors in prepared agreements can be corrected within 15 days following approval. With the update function, contact information of the parties to the agreement, the rental amount, and payment details can be kept up to date.

Number of Approvals and Mandate Studies

Within the scope of the service, 72,581 rental agreements have been approved to date, and e-rental agreements have been drawn up in all 81 provinces within the framework of the application. A study is also being carried out by the Ministry to make it mandatory for all rental agreements to be made via e-Government.
