A 9-article legislative proposal regulating the legal framework for 131 investment funds whose liquidation was decided by the Capital Markets Board has been submitted to the Presidency of the Grand National Assembly of Turkey (TBMM). The regulation introduces the possibility of interim payments of up to 1 million liras per person to investors.

Parliamentary Process of the Bill

The 9-article legislative proposal prepared by the AK Party has been submitted to the Presidency of the TBMM. The regulation aims to establish the legal infrastructure regarding investment funds in the liquidation process.

Holding a press conference in Parliament, AK Party Group Chairman Abdullah Güler announced that the 131 liquidated funds do not represent the general picture of the markets.

Status and Scope of the Funds

It was stated that the total portfolio size of the funds in liquidation corresponds to only 2.4 percent of household financial assets. It was emphasized that the regulation is not a general regime.

The bill offers an exceptional framework specific only to the funds within the scope of the board decision dated September 17, 2026, whose liquidation has not been completed.

Interim Payment and Distribution Principles

At the stage where all fund assets cannot be converted into cash, the opportunity is provided to make an interim payment of a maximum of 1 million TL per person to investors.

In cases where distributable cash is insufficient, payments are envisaged to be carried out proportionally.

Audit and Recovery Operations

It is aimed to subject the liquidation business and transactions to the supervision of the Capital Markets Board, reconcile the records, and determine the actual rightful owners.

It was stated that the follow-up and collection procedures for the recovery of values issued unlawfully will be carried out by the Savings Deposit Insurance Fund.
