Statement on Abortion from the Turkish Medical Association: It Is a Legal Practice

The Central Council of the Turkish Medical Association and its Women Physicians and Women's Health Branch emphasized that abortion is a fully legal medical practice in Turkey. In a joint statement, it was expressed that physicians will never be allowed to be penalized on grounds that lack legal basis.
Debate on Regulations and Higher Legal Rules
It was stated that the Istanbul Provincial Health Directorate based its evaluation that abortions cannot be performed in private offices on a regulation dated April 2025. The TTB argued that this practice was carried out irregularly by ignoring the provisions of laws and statutes superior to the regulation.
Court Ruling and Legal Precedent
It was recalled that a lawsuit filed in favor of a physician who had previously been penalized on the grounds of performing an abortion in their private office resulted in their favor. The 12th Administrative Court of Istanbul, referencing relevant laws and statutes, stated that there is no provision prohibiting this procedure from being performed in private offices.

The Turkish Medical Association emphasized that the administration has failed to concretely demonstrate the potential negative consequences that could arise if abortion services are halted. Stating that administrative sanctions could cause irreparable damages, the institution reiterated that they will always stand by their colleagues.
