Amid ongoing controversies regarding the refereeing system in Turkish football, sports lawyer Anıl Dinçer made important evaluations regarding the legal rights of aggrieved referees, reinstatement conditions, claims for compensation, and heavy sanctions that could be applied to clubs.

Conditions for reinstatement of referees

Referees whose injustices, whether judicial or administrative, are finalized have the legal right to return to their duties. It was stated that figures like Ali Tuna can return to refereeing if they meet the necessary conditions.

The cancellation of administrative decisions—such as rigged exams or irregular disciplinary penalties—by the TFF or courts is among the fundamental conditions required for reinstatement.

Compensation claims and lost earnings

Referees who have suffered injustice due to irregular exams can claim their rights for the damages they sustained if they cannot return due to reasons such as age or health.

The right to compensation can be requested for the periods they could not referee, and material and moral compensation lawsuits can be filed in order to recover lost earnings.

Sporting and judicial sanctions applicable to clubs

Attempting to externally interfere with the independence and appointments of the Central Referee Board is considered a sporting and judicial offense.

In accordance with the TFF Football Disciplinary Instruction, clubs and managers who exert pressure can be given heavy bans from the sport, fines, and bans from football in case of persistent repetition.

Law No. 6222 and manipulation penalties

Attempting to influence referee appointments is considered an attempt to influence the outcome of a match within the scope of Law No. 6222.

In the event that appointments are manipulated, provisions on match-fixing and incentive bonuses may come into play, and severe sanctions such as relegation and revocation of championship titles may be applied.
