A call for proposals process for strategic technology research and development tasks has been launched through a new announcement published by the Ministry of Science and Technology. With the new regulation, for the first time, businesses and individuals are also granted the right to submit proposals.

Background of the Call for Proposals

The Ministry of Science and Technology officially issued a call for proposals for strategic technology research and development tasks via announcement No. 392/TB-BKHCN published on September 16. This program was implemented pursuant to the Prime Minister's Decision No. 1493/QD-TTg dated August 6, 2026.

Right of Participation for Businesses and Individuals

The most significant innovation in the announcement is that the right to submit proposals is not limited solely to research institutes, higher education institutions, or science and technology organizations. Consequently, businesses and individuals have also been included in the process.

By expanding the scope of participation, it is aimed to directly submit technological development ideas and strategic product proposals based on production practices and research.

Scope of Development Tasks

Task proposals were formulated based on two specific scenarios. The first scenario covers the tasks assigned to the Ministry of Science and Technology as the managing body under Decree No. 808/QD-TTg dated May 6, 2026.

The second scenario involves the development of items on the List of Strategic Technologies and the List of Strategic Technology Products published under Decree No. 21/2026/QD-TTg dated April 30, 2026.

Application Process and Deadline

Project files were prepared in accordance with the provisions of Circular No. 42/2026/TT-BKHCN dated July 1, 2026. The deadline for submitting proposals regarding strategic technology development tasks was announced as September 30.
