The Ho Chi Minh City People's Committee is gathering feedback from relevant parties on a new draft resolution regulating the mobilization and utilization of resources in science, technology, innovation, and digital transformation.
Feedback Process and Timeline
Organizations and individuals can submit their opinions and suggestions regarding the draft regulations through the City's Electronic Information Portal.
The feedback collection process is taking place from September 17 to September 30, 2026.
Scope of the Draft Regulation
The regulation has been prepared based on the relevant article of the City Development Law.
It aims to mobilize resources obtained from sponsorships, support, and public-private partnerships.
Principles and Forms of Cooperation
The draft text sets out three fundamental principles and six cooperation rules for resource mobilization.
Additionally, four different forms of cooperation are envisioned, including public-private partnerships and the use of public assets.
Exemption from Liability Mechanism
The prepared draft regulation also covers legal liability exemption and exception mechanisms to be applied during the process.
