As part of the Master Plan for Science, Technology and Innovation, Hanoi is researching and developing a new mechanism to prioritize technology products manufactured in Hanoi and Vietnam in public procurement and orders.
Details of the Five-Year Strategic Plan
Administrative steps are being taken in accordance with the city's general five-year plan for 2026-2030, outlined in plan No. 370/KH-UBND dated September 28, 2026.

One of the key targets set is to ensure that the contribution of total factor productivity to economic growth exceeds 57 percent.
