Implementation Process of Science and Innovation Policies in Nghe An

The implementation of science, technology, and innovation policies for the 2025-2026 period in Nghe An province was evaluated. It was emphasized that research commercialization, state-university-business cooperation, and the restructuring of resources are necessary.

Policy Implementations and Institutional Steps

Nghe An province issued numerous programs, plans, and implementation documents to concretize Resolution No. 57-NQ/TW during the 2025-2026 period.

As of June 10, 2026, a total of 518 leadership and guidance documents were issued across the province; the Steering Committee held 10 meetings and monitored 271 tasks.

Implementation Areas and Efficiency of Projects

In 2025 and the first six months of 2026, 48 councils were established to select science and technology projects, and the obtained results were applied in agriculture and industry.

The Japonica J02 rice production value chain reached an efficiency of 8.2 billion VND, and the peanut value chain reached approximately 8.5 billion VND.

Post-Research Phase and Commercialization

In the post-research phase, studies remain limited, and the technology transfer market has not yet been fully formed.

Although 32 inventions and utility solutions were put into commercial use by 2025, the vast majority of them were independently exploited by their owners.

Triple Cooperation and Institutional Agreements

In June 2026, the Provincial People's Committee organized a workshop on an innovation ecosystem based on the triple-helix model and signed eight cooperation agreements.

Resources and Personnel Structure

A local science and technology development fund has not yet been established in the province, and the mobilization of social resources remains limited.

By the end of 2025, science and technology management personnel reached 5,260, while the trained personnel rate stood at 48.65 percent.
