Scope of the New Resolution
The new resolution issued by the Khanh Hoa Provincial People's Council aims to attract high-quality human resources in the fields of science, technology, innovation, and digital transformation.
Target Audience and Expert Groups
The policy covers outstanding graduates, talented young scientists, domestic and foreign experts, and managers.
Graduates from the world's 50 most prestigious higher education institutions and officials recognized for their talents are also among these groups.
Focused Strategic Areas
The provincial administration particularly focuses on experts in the fields of marine sciences, information technology, microchip, and semiconductor technology.
Energy technology, nuclear physics, tourism technologies, and strategic technologies are also among the priority fields of study.
One-Time Support Payments
High-quality personnel appointed as civil servants will receive one-time payments depending on their qualifications and positions.
Within this scope, support of 1.5 billion VND will be provided to professors, 1.2 billion VND to associate professors, and 1 billion VND to PhD holders.
Master's degree holders will receive a one-time payment of 300 million VND, and bachelor's degree holders 250 million VND.
Additional Financial Assistance and Accommodation
In addition to the initial support, qualified personnel hired will be provided with additional support equivalent to their current salaries for a period of five years.
Furthermore, official housing will be allocated to the personnel or an accommodation allowance of up to 5 million VND per person per month will be provided.
Research and Project Incentives
Experts will be given priority in leading projects and programs, and patent awards are also offered.
Support of up to 30% of the profits derived from the commercialization of research results will be provided.
