Purpose and Scope of the Circular
The new draft circular prepared by the Ministry of Education and Training has been shared via the electronic portal in order to receive comments from all relevant institutions, organizations, and individuals.
This newly prepared text is being implemented to enforce the Politburo's Resolution No. 57-NQ/TW dated December 22, 2024, and the 2025 Science, Technology, and Innovation Law.
Private Institutions and Processes
With the draft circular, the scope of the regulation has been expanded to include private higher education institutions in the system.
The established legal framework comprehensively regulates the processes of funding, assignment, evaluation, management, implementation, termination, and liquidation.
Commercialization and Risk Management
Thanks to the new shift in approach, the process is not limited to project management alone but focuses on research, technology development, innovation, and the commercialization of the obtained results.
The draft text also includes a special risk acceptance mechanism where scientific risks are kept separate from management and implementation violations.

Within the framework of the newly implemented practices, digitalization steps such as submitting records through the online public service portal are also encouraged.
