The State of New York is implementing new regulations to increase security measures alongside the rapid development of artificial intelligence technology. Starting in November, major artificial intelligence developers will be required to register with the state and report security incidents.
Innovations Under the RAISE Act
New York is taking new steps statewide against the potential risks of artificial intelligence. New rules will be implemented under the RAISE (Responsible AI Safety and Education) Act, signed by Governor Kathy Hochul in December 2025.
Registration and Reporting Obligation
Under the new rules taking effect in November, major artificial intelligence developers will formally register with the state. Developers will be required to report designated security incidents to authorities within 72 hours.

Governor Kathy Hochul emphasized that while harnessing the positive aspects of technology, they cannot remain silent against potential catastrophic impacts. Industry experts, meanwhile, drew attention to the importance of regulations being able to adapt as quickly as technology.
