Ministries, agencies, and local governments have been tasked with resolving delayed duties in digital transformation, science, and technology.

The Prime Minister has requested that heads of ministries, agencies, and local governments be held accountable for implementing tasks in science, technology, innovation, and digital transformation, and for resolving overdue work.

Steering Committee Notice and Review of Tasks

The Government Office has issued Notice No. 510/TB-VPCP dated October 1, 2026, regarding the evaluation of the work carried out in the third quarter of 2026 by the Prime Minister and the Head of the Steering Committee for Science, Technology, Innovation, and Digital Transformation Center.

Ministries, agencies, and local governments must review all tasks outlined in the Steering Committee's decisions, programs, and conclusions, ensure quality and timely implementation, and decisively address overdue tasks.

Institutional Improvements and Expert Personnel Policies

The Ministry of Finance has been tasked with coordinating efforts to resolve difficulties regarding fees and charges collected when issuing electronic criminal record certificates to Vietnamese citizens residing abroad.

The Ministry of Science and Technology and the Ministry of Home Affairs have been tasked with removing obstacles in implementing policies to support specialized personnel in the fields of digital transformation and cybersecurity.

Completion of Digital Infrastructure and Databases

Relevant ministries and agencies must focus on unresolved issues related to their assigned databases, prioritizing the Education and Training sector database, social security, personnel, and the health sector database.

This database work must be completed before November 30, 2026.

Administrative Procedures and VNeID Integration Works

The Ministry of Education and Training must clean 12 million diploma and certificate data entries in VNeID and assign unique identification numbers to them by October 30, 2026.

The Ministry of Agriculture and Environment, in coordination with the Ministry of Public Security, must accelerate the synchronization of land use right certificates to be integrated into VNeID by November 30, 2026.

Public Service Portal and International Cooperations

The Ministry of Public Security has been tasked with ensuring the stable operation of the new National Public Service Portal and Administrative Procedure Coordination System.

The ministry is also responsible for operationalizing the connection of VNeID with the electronic identity systems of Singapore and Laos, and piloting international identification at airports.
