Vietnam's National Assembly Simultaneously Revises Four Key Laws for Digital Transformation

The National Assembly of Vietnam synchronized the legal infrastructure in technology, innovation, and digital transformation by carrying out simultaneous revisions to the laws on Radio Frequency, Telecommunications, Electronic Transactions, and Technology Transfer.
A Holistic Legal Step in the Technology Ecosystem
Rather than updating laws individually, the National Assembly chose to simultaneously amend four fundamental laws that directly affect the entire value chain of the digital technology ecosystem. These concurrent regulations cover the process from radio spectrum resources to communication infrastructure, and from electronic signatures and contracts to technology transfer.
The report presented by Deputy Prime Minister Ho Quoc Dung revealed that these legal steps aim to protect the integrity of the legal system by eliminating current legislative contradictions and implementation barriers.
Eliminating Bureaucratic Bottlenecks and a New Management Approach
The revision in question aims to alleviate complex permit processes, heavy approval mechanisms, and administrative procedures that technology companies have long faced. Along with simplifying investment and business conditions, steps toward decentralization are encouraged.
State governance is transitioning from a traditional control-oriented mindset to an approach that supports development and innovation. Replacing pre-approval mechanisms with post-approval processes plays a critical role in attracting high-tech investments to the country.
