VNG Chairman Proposes Recommendations for Ho Chi Minh City's Technology Policies
Businesses cannot benefit from tax incentives due to a lack of guidance from the Ministry of Finance.
Speaking at the Ho Chi Minh City People's Council meeting, VNG Group Chairman Le Hong Minh argued that the city's science, technology, and innovation policies are cautious and focus on small expenditures rather than major strategic goals.
Meeting and Draft Policies
During the group discussion session at the 5th meeting of the Ho Chi Minh City People's Council, Le Hong Minh, Chairman of the Board of Directors of VNG Joint Stock Company, shared his views on the draft policies.
Le Hong Minh stated that the draft resolutions show a cautious approach and focus on solving small expenditures rather than setting larger goals.
Tax Incentives and Implementation Barriers
Units related to the chip and semiconductor sectors in the Tan Thuan Export Processing Zone qualified for personal income tax incentives.
However, because there has been no specific guidance from the Ministry of Finance, businesses have not yet been able to implement this policy.
Comparison with Rival Localities
It was recalled that Da Nang has been implementing tax incentives for personnel in strategic sectors such as semiconductors since July 2025.
Le Hong Minh emphasized that Ho Chi Minh City needs to be on an equal footing with other competing localities.
Expert Income Ceiling and Recommendations
The proposed monthly income ceiling of 150 million VND for experts is only 50 percent of the 300 million VND per month set by the Ministry of Science and Technology.
Le Hong Minh suggested that this ceiling should be raised to the maximum level.
Focusing on Practical Issues
It was stated that the city should focus on fundamental practical issues instead of spreading budgets too thinly.
Flood control, traffic congestion, and digital transformation were among these core issues.
Healthcare Personnel Policies
Policies regarding the rotational dispatch of healthcare personnel to lower-level facilities were also discussed at the meeting.
