Urban Transformation Process and Financial Supports in Istanbul
The challenges of urban transformation and state supports were examined in light of risky buildings in Istanbul and the incident in Maltepe.
The collapse of buildings in Istanbul without waiting for an earthquake brought the disruptions in the urban transformation process and state supports back to the agenda.
The Incident in Maltepe and the Risk Profile
It was stated that buildings in Istanbul do not wait for an earthquake, as a collapse occurred on the first three floors of a 7-story building that collapsed spontaneously in Maltepe.
It was emphasized that urban transformation is the only solution, noting that no action has been taken despite the knowledge that hundreds of thousands of structures in Istanbul are risky.
Main Problems in the Transformation Mobilization
It was stated that results cannot be achieved without making sacrifices, and that those who do not accept a reduction in square meters risk their right to life.
While the public provides relocation and rent assistance, the high average rents cause low- and middle-income earners to remain distant from the process.
Risk Figures in Istanbul
According to risk figures in Istanbul, there are 1.5 million risky independent units, of which 600,000 are very risky.
It was reported in IMM rapid screening tests that thousands of buildings constructed before 1999 carry a high risk and the danger of spontaneous collapse.
Current State Supports
The 'Half is on Us' campaign has been extended until December 31, 2027, and building-based transformation support continues to be provided.
While grants, loans, and relocation supports are offered for residences and workplaces, loan repayment conditions were also detailed.
Alternative Models and Raising Awareness
It is requested that models such as the right to reside for free for life become widespread for those without the ability to pay, such as those living on a single pension.
In line with research showing that citizens do not have sufficient information about the supports, the establishment of information offices is demanded.
