0.1% of GDP to Be Allocated for Talent Development Programs

The government envisions allocating approximately 0.1% of gross domestic product (GDP) annually to talent development programs as part of the resources dedicated to science, technology, innovation, and digital transformation. In this context, the Ministry of Finance has been tasked with establishing a special financing mechanism in coordination with other relevant ministries.

In addition to the approximately 0.1% allocation planned to be set aside from the state budget for talent development, local governments with autonomous budgets have the authority to decide on higher spending levels. The Ministry of Finance is held responsible for ensuring funding in accordance with the state budget law, consistent with the annual budget balance.

The government also seeks to improve policies that encourage the participation of businesses in the processes of identifying, attracting, and developing talent. While the Ministry of Science and Technology is tasked with identifying key sectors and developing technological platforms for human resources, ministries and local governments are integrating this process into socio-economic development plans.
