Application by Dişhek-Sen to the Ministry of Health Regarding Billing
The Dentistry Union has applied to the ministry to resolve the loss of rights and treatment record issues faced by dentists due to billing restrictions.
The Dentistry Union has made an official application to the Ministry of Health with the request to eliminate the loss of rights experienced by dentists due to billing restrictions, ensure the correct recording of procedures, define appropriate codes, and establish uniformity in application among health facilities.
Loss of Rights and Performance Issues
It was stated that the inability to bill for actually applied treatments due to SGK Health Application Communiqué (SUT) restrictions does not justify excluding the physician from performance evaluations.
It was emphasized that SGK reimbursement conditions and the Ministry of Health incentive payment system serve different purposes, and clinical treatment records and performance evaluation records should be evaluated separately.
Deletion of Records and Impacts on MHRS
It was stated that the practices of deleting and modifying procedure records by billing units lead to losses in physicians' procedure points, and jeopardize the accuracy of medical records and patient safety.
It was conveyed that dividing treatments into different days due to SUT restrictions negatively affects the MHRS capacity and makes it difficult for patients to access treatment.
Specialized Procedures and Demands from the Ministry
It was stated that specialized procedures such as root canal treatment in teeth with open apices, retreatment, and epulis operations are not defined with appropriate codes in the system, which causes losses of rights in the individual target coefficients of specialist dentists.
It was requested from the Ministry of Health to share the legal grounds of the restrictions within the scope of SUT and HBYS, to reflect unbillable procedures onto points, and to ensure uniformity in application.
