Examining the activities of the Presidency of Defense Industries (SSB), Carney described Turkey meeting approximately 80 percent of its defense needs through domestic resources as a strategic success.

The Memorandum of Understanding on Defense Sector Partnerships, signed on October 22, aims to establish a strategic framework on production, innovation, and technology transfer issues.
Holding talks with representatives of ASELSAN and Baykar during his visit, Carney stated that they plan to benefit from Turkey's SSB model in line with Canada's strategy to reduce foreign dependency in defense procurement. This initiative is evaluated as being connected to Canada's security and supply chain diversification goals.
