The Ministry of Health is holding a consultation meeting regarding the draft decision containing state budget allocation principles and norms for the implementation of the 2026-2030 health, population, and development program of the City People's Council.

The draft regulations determine the principles for allocating state budget resources, criteria for agencies and local governments, the matching fund ratio, and the resource integration mechanism. Budget allocation is planned by taking into account indicators such as population size, area, geographical features, total fertility rate, sex ratio at birth, population aged 65 and over, and the stunting rate in children under 5 years of age.

While prioritizing primary healthcare, preventive medicine, vulnerable groups, and regions with difficult conditions, investments focus on investment capital for infrastructure construction, improvement, and equipment investments for health stations at the communal level. The draft aims to ensure transparency, efficient use of resources, and the prevention of duplication and fragmentation.
