Within the framework of the 2027 Presidential Annual Program prepared to ensure compliance with green and digital transformation in Turkey and to develop R&D capacity and human resources, it was decided to establish a Digital Company Platform for technology-focused startups.

According to information compiled from the 2027 Presidential Annual Program, various supports and programs will be put into effect with the goal of increasing the country's innovation capabilities. In this context, the Postgraduate Scholarships Performance Program will be opened for application to encourage doctoral students to take part in R&D projects, and the employment of PhD graduate personnel in R&D centers will be increased. Visiting or Academic Leave Scientist Support Programs will be offered for application 6 times a year.

While strengthening the scientific research capacities of universities within the framework of the program, the Research University Support Program will be continued. Technology platforms will be supported through calls such as the Industry Innovation Network Mechanism and the Center of Excellence Support Program. Within the scope of the Turkey Green Industry Project, Commercialization Roadmaps will be prepared and support will be provided to related programs. The TTO Support Program will be carried out in a target and performance-oriented manner.

It is aimed to establish technology startups that have high international competitiveness and the potential to become companies with a valuation of 1 billion dollars or more. Accordingly, the Digital Company Platform will be implemented for technology and innovation-focused startups with a scalable business model. On the other hand, while the ratio of R&D expenditures to GDP is expected to reach 1.73 percent this year and 1.89 percent next year, it is projected that the private sector's share in these expenditures will be 65.9 percent this year and 66.4 percent in 2027.
