Nguyen Thanh Hai, Chairman of the Committee on Science, Technology and Environment of the Vietnamese National Assembly, stated in a remark on October 20, 2026, that the draft law providing for amendments and supplements to the Electricity Law has been meticulously prepared.

In the report submitted by the committee, reducing administrative procedures in the energy sector, clearing the way for investment resources, and increasing transparency were identified as core objectives. The bill includes improvements in eight main areas: energy investment projects, the elimination of cross-subsidies, electricity pricing mechanisms, the Direct Power Purchase Agreement (DPPA), bidding processes, offshore wind energy, renewable energy certification, and policies for developing small-scale nuclear energy.

It was particularly emphasized that electricity prices should be determined according to market conditions and that investor risks should not be loaded onto the state or consumers. The draft has been shaped with contributions from previous review reports and submitted for the evaluation of the plenary assembly.
