The framework of the Income Complementary Family Support System, known as the citizenship salary announced to the public by President Recep Tayyip Erdoğan, continues to become clear. In the study carried out under the coordination of the Ministry of Family and Social Policies, an income level map is being drawn province by province.

Household Income Criterion

According to the draft study, in order to benefit from the citizenship salary, the total income entering a household will be required to be below 23,552 TL, which is the lowest retirement pension. No support payments are planned for households with incomes above this level.

Support Items and Scope

Support payments are planned to be made in the items of housing support including electricity, natural gas, shelter and fuel assistance, child allowance, rent, subscription bill support, and food aid.

Application and Data Verification Process

In order to determine the incomes of needy citizens, the data held by the Social Assistance and Solidarity Foundations will be taken as the basis. Data such as SSI, the general Directorate of tax administration, bank account movements, and title deeds will be entered into the system.

Pilot Provinces and Schedule

Following the determinations made province by province, the support system will first start in pilot locations. Pilot provinces will be determined by December 2026, and payments will be implemented in the first quarter of 2027.
