By decision of the Energy Market Regulatory Authority (EMRA), the graduated electricity consumption limit in residences has been reduced from 4 thousand kWh to 3 thousand kWh annually for the year 2027. With the new regulation, approximately 6.5 million subscribers are expected to transition to the higher tariff.

According to the decision made by the Energy Market Regulatory Authority (EMRA), the graduated electricity consumption limit for residential subscribers was lowered from 4 thousand kilowatt-hours (kWh) to 3 thousand kWh annually for the year 2027. The newly determined limit corresponds to an average monthly consumption of 250 kWh and a bill amount of approximately 820 liras or more. Consumers using this amount of electricity will be excluded from state-subsidized pricing and will be charged at a higher tariff starting from January 1, 2027.

It is projected that approximately 6.5 million out of the 44.2 million residential electricity subscribers across Turkey will enter the higher tariff with the new regulation. Thus, it was stated that 14.7 percent of all residential subscribers will be in the high-consumption consumer group. In previous years, this limit was implemented as 5 thousand kWh for 2025 and 4 thousand kWh for 2026, affecting approximately 2.5 million subscribers in 2026 and placing 6 percent of households into the upper bracket.
