Informed Consent Process in Healthcare Facilities Moved to Electronic Environment
With the new regulation published in the Official Gazette, informed consent processes prior to medical interventions in healthcare facilities have started to be obtained electronically via e-Pulse and SMS OTP verification.
The Regulation on Obtaining Informed Consent in Electronic Environment, published in the Official Gazette dated October 27, 2026, enabled the electronic acquisition of informed consent prior to medical interventions in primary, secondary, and tertiary healthcare facilities.
According to the new regulation, the consent process is completed through patient identity verification and a one-time SMS code (OTP) sent to the verified mobile phone number. Patients can review and approve consent forms via e-Pulse or through electronic tools provided by healthcare facilities. While transaction records are securely stored using a timestamp and electronic data integrity value, they are also made available for the patient's e-Pulse access.
For minor or incapacitated patients, the process is conducted by their legal representatives. Additionally, healthcare professionals are required to be actively registered in the Ministry's Integrated Corporate Transaction Platform.
