Local Solutions Implemented for Ethnic Minorities in Lao Cai as Health Insurance Support Ends
Seeking to prevent a decline in health insurance coverage following the withdrawal of state support, local authorities are allocating additional resources from the provincial budget to develop new support mechanisms for the elderly and low-income households.
In accordance with Decree No. 75/2023/ND-CP, as of November 1, 2026, state support for health insurance premiums for approximately 39,000 ethnic minority members living in areas that have transitioned out of disadvantaged status in Lao Cai province is coming to an end.
Risk of Decline in Coverage and Impact on Household Budgets
While the health insurance coverage rate across the province stands at 92.46%, it is stated that the new regulation carries a risk of a 2.3% decline. The impact on more than 6,000 people in Luc Yen, 5,000 in Quy Mong, and 4,000 in Trung Tam poses a challenge to the national target of 97% set for 2026.
The premium cost, which exceeds 1.3 million VND per person, places an economic burden on large families and low-income households. Local officials and village heads continue to conduct awareness campaigns to encourage households to enroll in insurance coverage through their own means.
Local Support Measures from the Provincial Budget
Following the cessation of central budget support, the Lao Cai Provincial People's Council has activated local resources through Resolution No. 23/2025/NQ-HĐND. The decision mandates that the provincial budget provide 30% premium support for near-poor households, 50% for individuals aged 60-75, and 100% for ethnic minorities facing special hardships.
The provincial administration is also evaluating new regulatory proposals aimed at increasing the support provided to the elderly from 50% to 100%. Through these steps, it is planned to provide direct health insurance support from the provincial budget to a total of 26,000 citizens, including 17,000 elderly individuals.
