Ministry of Health Regulation for Electronic Informed Consent
With a regulation by the Ministry of Health, informed consent processes prior to medical interventions in all healthcare facilities have been moved to an electronic environment via SMS verification.
With the regulation published in the Official Gazette, informed consent processes obtained before medical interventions in healthcare facilities have been transferred to an electronic environment via SMS verification through e-Nabız and hospital systems.
The "Regulation on Obtaining Informed Consent in Electronic Environment," prepared by the Ministry of Health, was published in the Official Gazette dated October 27, 2026, and entered into force. The new regulation, which covers all first, second, and third-level healthcare facilities, established the procedures and principles for obtaining, verifying, recording, and securely storing consent obtained from patients before medical interventions. Patients will be able to access consent forms via e-Nabız or through the electronic systems of healthcare facilities.
A single-use SMS verification code will be sent to patients who accept the medical intervention as part of the procedure. While patients will enter the code themselves for transactions made via e-Nabız, the code will be shared with the healthcare professional for transactions in hospital systems. It is required that the identities of the patient and the healthcare worker active in the Ministry's system be verified to initiate the process, and it was reported that consent procedures on behalf of children and restricted patients will be carried out by legal representatives using the same verification steps. Phone numbers verified in the system will be valid for 12 months, and records will be stored with a timestamp in a manner suitable for judicial and administrative audits.
