Ministry of Science and Technology Evaluates Fund Disbursement Rate

On October 27, 2026, the Ministry of Science and Technology held an online conference with provincial departments of science and technology to evaluate the disbursement of science, technology, innovation, and digital transformation funds, and to address encountered obstacles. It was announced that the nationwide fund disbursement rate stood at 41.18% as of October 26.

Hoang Thi Phuong Luu, Director of the Planning and Finance Department, stated that out of a total allocated budget exceeding 52,680 billion VND nationwide, more than 21,693 billion VND has been disbursed. Meanwhile, out of the 28,032 billion VND allocated for local governments, more than 10,789 billion VND (38.49%) has been utilized. Seven local governments—Thai Nguyen, Hue, Tuyen Quang, Can Tho, Quang Tri, Khanh Hoa, and Da Nang—achieved a disbursement rate of 50% or higher.

The ministry emphasizes that funds should be used not merely for rate targets, but linked with concrete results and efficiency. While it was proposed that additional central budget funds unable to be disbursed within the year be returned or reallocated, local governments were requested to update disbursement figures weekly and coordinate with the State Treasury.
