Monthly support and loans for manufacturing enterprises preserving employment
With the new regulation, businesses that preserve their employment for at least 6 months will be able to benefit from loans with a 6-month grace period on principal and direct grant support. Applications will be received through a digital portal.
Under the "Employment Protection Support Program" carried out in cooperation with the Ministry of Labor and Social Security, the Ministry of Industry and Technology, and KOSGEB, manufacturing industry businesses that preserve their employment levels will be offered direct support of up to 3,500 TL monthly and credit opportunities with maturities of up to 36 months. The program, which will be implemented between January 1, 2026, and December 31, 2028, aims to preserve the employment capacities of businesses.
Direct Support and Sectors Within Scope
Within the scope of the program, businesses operating in the textile, clothing, leather, furniture, and specific button, snap fastener, and zipper manufacturing sectors will be provided with direct support of up to 3,500 TL monthly in exchange for 30 premium days, on the condition that they preserve their employment. For businesses to benefit from this support, they must preserve their average monthly number of premium days from the reference period on a monthly basis during the protection period, which will last at least 6 months.
For the same support element, businesses cannot benefit from both KOSGEB and Ministry support at the same time. The application period for the program cannot exceed 6 months from the implementation date of the program.
Credit Opportunity with Maturity Up to 36 Months
In addition to direct support, credit support with a maturity of up to 36 months is also offered to businesses. While there is a maximum 6-month grace period on principal for the loans, the amount of support to be provided is limited to the amount corresponding to a maximum of 15 support points.
The loan amount will be calculated based on the monthly average of the total earnings subject to premium reported by the business in the reference period, or by multiplying this average by 1/6 of the number of months in the protection period. For businesses meeting the technical criteria, the loan amount can be increased by one fold.
Special Conditions for Businesses with Investment Incentive Certificates
For businesses with an investment incentive certificate, the loan calculation will be made by considering the number of additional employees and 6 times the gross minimum wage in January of the application year. In order for businesses with incentive certificates to benefit from the support, they must have completed their completion visa by June 1, 2028, and meet certain employment conditions.
Application Criteria and Payment Methods
Workplaces whose average number of premium days reported in the reference period is zero, or which did not submit a declaration because they did not employ insured workers, will not be able to benefit from the program. In the program where applications will be made through an online portal, the eligible support payments can be offset against the businesses' tax office and SGK (Social Security Institution) premium debts.
Payments can also be transferred to the SGK bank account or the business's GO Digital Wallet account. KOSGEB will forward the request letter, which forms the basis for transferring the support amounts for the relevant month, to the General Directorate of Incentive Implementation and Foreign Investment by the end of the 9th day of the following month.
