In the new legislative period starting with budget negotiations in the Grand National Assembly of Türkiye (TBMM), an amnesty regulation for General Health Insurance (GSS) premium debts is coming to the agenda. The prepared legislative proposal envisages the liquidation of premium debts that have exceeded the 10-year statute of limitations and date back to before 2017.

The regulation, which is planned to be added to the omnibus bill, covers approximately 1 million citizens who have difficulty paying their premium debts. The proposal is aimed to be accepted by the General Assembly of the TBMM and published in the Official Gazette to enter into force before the new year. Previously, a similar practice of waiving collection for debts before 2016 had been implemented with Law No. 7571.

In the system applied since 2012, those who do not work in an insured job are considered general health insured ex officio. While the premiums of those whose monthly income per person in the household is less than one-third of the gross minimum wage (11,010 TL for 2026) are covered by the state, individuals above this limit are obliged to pay a monthly premium of 1,981 TL as of 2026.
