According to a report published by the U.S. Government Accountability Office (GAO), the unit tasked with overseeing responsible artificial intelligence use in the military is facing issues of insufficient personnel and the inability to complete nearly half of its planned implementations.

According to the GAO report, as of February 2026, only three out of ten approved positions were filled. Out of 64 efforts outlined under the Department of Defense's Responsible Artificial Intelligence Strategy and Implementation Pathway, 29 were found not to have been completed as of April 2026. Staffing shortages have negatively impacted the Chief Digital and Artificial Intelligence Officer's capacity to implement responsible AI policies.

The Responsible Artificial Intelligence Working Council did not hold meetings between late 2024 and August 2025 due to workloads. Although meetings have resumed, the council still lacks a formal charter defining its responsibilities and meeting frequency. The Department of Defense concurred with the GAO's recommendations to address staffing needs and issue a formal charter. Meanwhile, senators such as Jack Reed, Mark Warner, and Chris Coons expressed concerns that the Pentagon's AI acceleration efforts might lag behind oversight and safety work.
