Pflugerville approves SAFE resolution for AI and surveillance technology
The Pflugerville City Council has adopted the SAFE resolution, which establishes transparency and oversight standards for the use of AI and surveillance technologies. The resolution bans facial recognition and biometric identification systems.
In Pflugerville, Texas, the City Council has approved a new framework resolution called SAFE (Secure, Accountable, Fair, and Explainable) to regulate the use of AI and surveillance technologies. Developed following concerns regarding the city's Flock license plate recognition cameras, this regulation aims to increase transparency in the use of technology by municipal departments and protect citizens' data.
The SAFE resolution, introduced by City Council Member Jonathan Coffman, strictly prohibits the use of facial recognition and biometric identification technologies. The regulation mandates that human oversight must remain the final authority in AI-assisted decisions. Furthermore, it allows citizens to track which technologies the city uses and how data is processed through online platforms.
While sharing similarities with the TRUST Act in Austin, this implementation offers a broader framework in terms of scope. While Austin's rules are regulations directly incorporated into city codes, Pflugerville's approach is applied as a resolution text that sets standards for municipal departments. Coffman stated that this initiative would both increase the efficiency of city employees and the police department, and protect the rights of citizens.
Evaluation: Council Member Coffman is continuing efforts to establish a technology review commission to be formed with citizen participation to ensure the continuity of the process. Local resident David Armisted described the resolution as a positive first step taken regarding the use of technology.
