The new legislative proposal planned to be submitted to the TBMM envisions the complete cancellation of unpaid General Health Insurance (GSS) premium debts that accrued before January 1, 2017. The regulation will cover not only the principal debts but also all late payment penalties and interest associated with these debts.

The prepared regulation aims to relieve approximately 1 million citizens of their debt burden. While the scope of the proposal is limited to debts prior to January 1, 2017, debts from periods after this date are excluded from the scope. The obligation to pay these subsequent debts will continue.

The regulation is projected to effectively enter into force as of January 1, 2027. However, for the process to become official, the proposal must be accepted by the TBMM General Assembly and subsequently published in the Official Gazette. Meanwhile, the current temporary practice that allows citizens with debts to receive health services from public hospitals will remain valid until December 31, 2026.
