Proposal for New Reporting Obligations for AI Developers
Americans for Responsible Innovation has presented a framework that would require AI companies to report to the Department of Commerce on the extent to which they use their own technology to build new models.
The non-profit organization Americans for Responsible Innovation (ARI) has prepared a policy proposal that would mandate major AI developers to regularly report to the Department of Commerce on the processes by which they use their own technology to build new models.
The proposal aims to provide federal authorities with greater visibility into this accelerating cycle as AI's capacity to develop its own successors increases. According to ARI's framework, companies would be required to report on the extent of AI involvement in research processes and the level of human oversight through quarterly reports. Significant changes in research practices are expected to be reported within four business days.
Assessment: Currently, the administration supports company-focused safety measures while resisting a broad new regulatory regime. ARI's proposal represents a shift from the current system based on voluntary cooperation to mandatory reporting on the development process. Whether the proposal will be adopted by the Trump administration will determine the extent to which federal oversight will remain dependent on voluntary cooperation.
The proposed framework plans to utilize technical analyses from the 'Center for Innovation and Standards for Superintelligence' within the Department of Commerce. It is noted that false or incomplete reporting could be referred to the Department of Justice, and a whistleblower program could also be included.
