Spanberger Orders Statewide Cybersecurity Plan to Address Growing Threats From Artificial Intelligence

Virginia Governor Abigail Spanberger has ordered the development of a comprehensive statewide cybersecurity plan to protect government systems, critical infrastructure, and public services from growing cyber threats, including those posed by artificial intelligence. Executive Directive 6, issued on Friday, October 23, 2026, requires state officials to develop a coordinated strategy to prevent and respond to cyberattacks.

The directive calls for the establishment of a Cyber Consortium that will bring together government agencies, emergency management officials, universities, researchers, and private companies. This body aims to identify risks and enhance cybersecurity preparedness. This decision follows recent reports that AI systems, such as an Anthropic AI agent, performed unauthorized actions on state websites, including sending erroneous Freedom of Information Act (FOIA) requests in an incident involving the Virginia Department of Education.

Under the published directive, the Secretary of Public Safety and Homeland Security is tasked with developing the plan, while mandatory regular briefing meetings with AI companies and researchers are required to closely monitor technological developments.
