China Prepares to Ban Artificial Intelligence Companionship for Minors Under 18

China's top internet regulatory authority has prepared new regulations banning the provision of virtual intimacy services to individuals under 18 amidst the proliferation of AI-powered virtual companions.

Scope of the New Regulation

The document published by the Cyberspace Administration of China envisages prohibiting online platforms from providing virtual relatives or friends to minors under 18. Additionally, services that could negatively affect the physical and mental health of young people will be blocked.

Social Networking Rules with Foreigners

The draft rules also introduce a ban on the use of online social networking services between strangers, excluding individuals over 16 who are self-supporting.

Minors Mode and Algorithms

The document mandates that platforms activate a minors mode in online games, social sites, and artificial intelligence services that could affect cognitive development. Operators are required to block algorithms that lead to emotional dependency among young people.

Penalties and Process

Severe fines amounting to multiples of the revenue generated are envisioned for platforms that fail to comply with the rules. Meanwhile, the draft proposals have been opened for public consultation until mid-October.
