Anthropic CEO Dario Amodei called on companies to lower the pace of model development and implement a three-stage framework for risk management due to concerns regarding the misuse of artificial intelligence.

Slowing Down the Pace of Capability Development

Anthropic CEO Dario Amodei stated that the speed of developing the capabilities of artificial intelligence models should be slowed down. Emphasizing that progress will still appear rapid, Amodei urged that the gained time be used wisely for risk management.

Threat Intelligence and Security Concerns

This call followed a threat intelligence report by Anthropic detailing how its Claude AI models were used in activities such as weapons development, cyber operations, surveillance, and fraud.

Additionally, the resignation of a researcher increased concerns regarding the potential harms of artificial intelligence and the perception of risk within the industry.

Three-Stage Framework and Third-Party Audit

Amodei clarified that he is not demanding a complete halt to technical progress or model training, but rather aiming to allocate sufficient time for models to be secured.

Under the proposed three-stage framework, plans include embedding permanent third-party evaluators with access to tools inside the companies.
