Commissioners Vice Chair Neil Makhija drew attention to the rapid development of artificial intelligence and stated that the guidelines prepared by the established council were approved by the board.

These guidelines cover topics such as transparency, ethics and fair use, bias testing, privacy, human accountability, and vendor accountability.

Transparency and Public Disclosure

Montgomery County holds the distinction of being the first county in Pennsylvania to clearly establish these provisions.

Under the regulations, the county is required to prepare a public disclosure list detailing every technology, service, and software using artificial intelligence within 60 days.

Approaches to the Technology Sector

Commissioner Tom DiBello, who has a technology background, presented a cautious perspective regarding the warnings of big tech executives about artificial intelligence risks.

DiBello stated that rules for companies are necessary, but major tech giants were not consulted while developing county policy.
