New criteria and domestic goods priority in public-private partnership investments
With the new Public Investment Program Preparation Guide, priority will be given to the use of domestic goods in public-private partnership projects, pre-feasibility studies will be prepared, and disability accessibility will be ensured.
According to the Public Investment Program Preparation Guide for the 2027-2029 period, it has been decided to prioritize the use of domestic goods in projects carried out through the public-private partnership method and other public investments.
Strategic Alignment and Priority of Domestic Goods in Investments
Regardless of the financing model, public investments will be ensured to comply with the targets determined in strategic documents. In this context, priority will be given to the use of domestic goods in all public investments, including those implemented with the PPP model.
Obligation of Pre-Feasibility Study and Risk Analysis
Detailed pre-feasibility studies will be prepared for projects proposed for presidential authorization to be carried out with the PPP model. These studies will include technical, financial, economic, social, and legal feasibility as well as risk analyses.
EIA Processes and Women's Empowerment
Projects can be proposed after obtaining an EIA Positive Certificate or a decision that an EIA is not required in accordance with the relevant legislation. In addition, administrations will implement the planning stages of investment projects in a way that contributes to the empowerment of women in society.
Disability Accessibility and Financial Leasing Regulations
Within the framework of the relevant articles of the Law on Persons with Disabilities, new projects will be ensured to be fully compliant with the accessibility of disabled individuals. As for investments made through the financial leasing method, financial type leases will be included directly in the public investment program.
