New Legal Regulation for Foreign Digital Accommodation Platforms

A legislative proposal regulating the activities of foreign digital accommodation platforms in Turkey has been adopted by the Parliamentary Committee on Public Works, Reconstruction, Transportation, and Tourism.
Committee Process and Objectives
The legislative proposal regulating the activities of foreign digital accommodation platforms in Turkey was approved by the Parliamentary Committee on Public Works, Reconstruction, Transportation, and Tourism, moving forward to the General Assembly stage. Deputy Minister of Culture and Tourism Nadir Alpaslan emphasized that this regulation clearly defines the financial and legal responsibilities of international platforms.
Tax and Commission Rates
With the enactment of the proposal, platforms will fulfill their tax obligations, pay the permit document fee, and contribute to the tourism share. Additionally, it is planned to introduce a 17 percent upper limit on platform commissions for domestic sales.
Mandatory Permit Document
For foreign digital platforms to operate in Turkey, obtaining a two-year permit document from the Ministry of Culture and Tourism is made mandatory, and the document fee is set at 5 million liras.
Effective Date and Application
If adopted by the General Assembly and enacted into law, the regulation will enter into force on January 1, 2027, requiring existing platforms to apply to the Ministry within three months.
